semperm - read and optionally alter the permissions for a semaphore set

semperm id permissions
DESCRIPTION
semperm returns the current permissions on the semaphore set specified by id and if permissions were given, attempts to set the new permissions on the semaphore set. The permissions must be given in numeric form and can not be given by letters.
