The URI of the namespace.

DESCRIPTION
Creates a new namespace with the specified URI and prefix.
RETURNS
The new namespace.
EXAMPLE
To create a namespace such as the one used in the following tag:
<SomeTag xmlns:myn="http://www.foo.com/myns", "myns");
You would do:
RdfNamespace *ns;
ns = rdfNewNamespace(schema, "http://www.foo.com/myns", "myns");
