lgrpid [In] Language Group Id (LGRPID_ values from "winnls.h").
dwFlags [In] LGRPID_SUPPORTED=Supported, LGRPID_INSTALLED=Installed.

TRUE, if lgrpid is supported and/or installed, according to dwFlags. FALSE otherwise.
