Overview
Read data from an open internet file.
Params
hFile [In] Handle returned by InternetOpenUrl(3w) or HttpOpenRequest(3w).
lpBuffersOut [In/Out] Buffer.
dwFlags [In] Flags.
dwContext [In] Context for callbacks.
Returns
FALSE, last error is set to ERROR_CALL_NOT_IMPLEMENTED.

Not implemented in Wine or native either (as of IE6 SP2).
