Compare two properties.
Params
lpPropLeft [In] Left hand property to compare to lpPropRight.
ulOp [In] Comparison operator (RELOP_* enum from "mapidefs.h").
lpPropRight [In] Right hand property to compare to lpPropLeft.
Returns
TRUE, if the comparison is TRUE, FALSE otherwise.
