Waits for a named pipe instance to become available.
PARAMS
name [In] Pointer to a named pipe name to wait for.
nTimeOut [In] How long to wait in ms.
RETURNS
TRUE: Success, named pipe can be opened with CreateFile
FALSE: Failure, GetLastError can be called for further details
