Get the name of a language.
PARAMS
wLang [In] LANGID of the language.
szLang [Out] Destination for the language name.
RETURNS
Success: The size of the language name. If szLang is non-NULL, it is filled with the name.
Failure: 0. Use GetLastError(3w) to determine the cause.
