DESCRIPTION
Compare two Urls.
PARAMS
pszUrl1 [In] First Url to compare.
pszUrl2 [In] Url to compare to pszUrl1.
fIgnoreSlash [In] TRUE = compare only up to a final slash.
RETURNS
less than zero, zero, or greater than zero indicating pszUrl2 is greater than, equal to, or less than pszUrl1 respectively.
