Read an integer from a string.
PARAMS
lpszStr [In] String to read the integer from.
RETURNS
Success: The integer read from lpszStr.
Failure: 0, if the first character in lpszStr is not 0-9.
NOTES
This function does not accept whitespace and stops at the first non-digit character.
