BUGS
Currently only scrolls ONCE. The comctl32 implementation uses GetTickCount and what else to do smooth scrolling.
IMPLEMENTATION
Exported by ordinal only. Use GetProcAddress(3w) to obtain a pointer to the function.
Implemented in "dlls/comctl32/smoothscroll.c".
