Set the thread local error mode.
PARAMS
mode [In] The new error mode, a bitwise or of SEM_FAILCRITICALERRORS, SEM_NOGPFAULTERRORBOX and SEM_NOOPENFILEERRORBOX.
oldmode [Out] Destination of the old error mode (may be NULL).
