DESCRIPTION
Copy all data from one SafeArray to another.
PARAMS
psaSource [In] Source for copy.
psaTarget [Out] Destination for copy.
RETURNS
Success: S_OK. psaTarget contains a copy of psaSource.
Failure: An HRESULT error code indicating the error.
NOTES
The two arrays must have the same number of dimensions and elements.
