DESCRIPTION
Formats a message (similar to sprintf).
PARAMS
Message [In] Message to format.
MaxWidth [In] Maximum width in characters of each output line.
IgnoreInserts [In] Whether to copy the message without processing inserts.
Ansi [In] Whether Arguments may have ANSI strings.
ArgumentsIsArray [In] Whether Arguments is actually an array rather than a va_list *.
Buffer [Out] Buffer to store processed message in.
BufferSize [In] Size of Buffer (in bytes?).

NTSTATUS code.
