DESCRIPTION
RDLP_Backlight queries whether the backlight is turned on on a Palm, and optionally turns it on or off.
If set is true, RDLP_Backlight turns the backlight on or off, according to newState. If newState is true, the backlight is turned on; otherwise the backlight is turned off. If set is false, newState is ignored.
RETURN VALUE
RDLP_Backlight returns 0 if the backlight was turned off prior to the call to RDLP_Backlight, or a non-zero value if the backlight was turned on.
