Opens the certificate manager dialog, showing only the stores that contain trusted software publishers.

TRUE if the dialog could be opened, FALSE if not.
IMPLEMENTATION
Not declared in a Wine header. The function is either undocumented, or missing from Wine.
Implemented in "dlls/wintrust/wintrust_main.c".
