MPE_Ptime - Returns process time stamp

NOTES
This routine returns the CPU time charged to the process only if the PETSC package is available (it uses the PETSc routine 'SYGetCPUTime'). Otherwise, it returns 'MPI_Wtime' (wall-clock time).
