*lcid* **\[In\]**  Locale Id for the hash.

*lpStr* **\[In\]**  String to hash.

## RETURNS

**Success:** The hash value of the string.

**Failure:** **0**, if *lpStr* is **NULL**.

## NOTES

This function produces a two part hash: The high word is based on *skind* and *lcid*, while the low word is based on a repeated string hash of *skind*/str.
