DESCRIPTION
Determine if a locale is valid.
PARAMS
lcid [In] LCID of the locale to check.
flags [In] LCID_SUPPORTED = Valid, LCID_INSTALLED = Valid and installed on the system.
RETURNS
TRUE, if lcid is valid, FALSE, otherwise.
NOTES
Wine does not currently make the distinction between supported and installed. All languages supported are installed by default.

Declared in "winnls.h".
Implemented in "dlls/kernel32/locale.c".
