DESCRIPTION
Creates a temporary image list that contains one image. It will be used as a drag image.
PARAMS
himlTrack [In] handle to the source image list.
iTrack [In] index of the drag image in the source image list.
dxHotspot [In] X position of the hot spot of the drag image.
dyHotspot [In] Y position of the hot spot of the drag image.
RETURNS
Success: TRUE
Failure: FALSE
