Gets the default layout for parentless Windows(tm). Right now, just returns **0** (left-to-right).

## RETURNS

**Success:** Nonzero

**Failure:** Zero

## IMPLEMENTATION

Not declared in a Wine header. The function is either undocumented, or missing from Wine.

Implemented in **"dlls/user.exe16/bidi.c"**.
