Creates an **ILockBytes** interface for a **HGLOBAL** handle.

*ppLkbyt* pointer to **ILockBytes** interface.

## RETURNS

Staddard **OLE** error return codes.

## IMPLEMENTATION

Not declared in a Wine header. The function is either undocumented, or missing from Wine.
