DESCRIPTION
Add a Spy that watches CoInitializeEx calls.
PARAMS
spy [In] Pointer to IUnknown interface that will be QueryInterface'd.
cookie [II] cookie receiver.
RETURNS
Success: S_OK if not already initialized, S_FALSE otherwise.
Failure: HRESULT code.
